The Maharashtra Pollution Control Board (MPCB) has suspended six officials posted in Pune following complaints alleging cash transactions in connection with environmental consent approvals for industries.

The action covers officials from the regional, sub-regional and field levels. The suspension orders were issued by the MPCB headquarters in Sion, Mumbai, with the officials placed under suspension pending a departmental inquiry.

🟡 Video Evidence Triggers Action

According to the suspension orders, the matter came to the Board’s notice through a series of complaints received during September. Several complaints were accompanied by video recordings that allegedly showed money changing hands during the process of granting Consent to Establish (CTE) and Consent to Operate (CTO) approvals.

The Board issued show-cause notices to the concerned officials and sought explanations regarding the allegations and video evidence. Their replies were subsequently examined by the competent authority.

🟡 Explanations Found Unsatisfactory

After examining the complaints, video material and written responses, the competent authority concluded that the explanations submitted by the officials were not satisfactory.

The MPCB described the allegations as serious and ordered a thorough, impartial and independent departmental inquiry. The suspension orders also contain observations concerning alleged negligence, irresponsibility, inefficiency and indiscipline in the discharge of official duties.

The officials will remain under suspension until further orders, pending the outcome of the departmental proceedings.

🟡 Focus on Environmental Approvals

Industrial units are required to obtain Consent to Establish (CTE) before setting up certain operations and Consent to Operate (CTO) before commencing operations, subject to applicable environmental regulations.

With Pune and its surrounding areas having a major industrial presence, MPCB offices handle a significant number of applications related to environmental permissions.

The allegations of cash transactions in the consent process have therefore raised concerns over transparency and accountability within the regulatory system.

The suspension is an administrative action pending departmental inquiry and does not, by itself, establish criminal guilt. The allegations and video evidence will be subject to further examination during the prescribed proceedings.

The action has also brought renewed attention to the functioning of the MPCB and the need for stronger transparency and accountability in the environmental approval process.
