Digital assessment of rural sanitation services begins at Gram Panchayat level

New Delhi: The Union Government has launched ‘Swachh Seva Aankalan’ (SSA), a new digital framework aimed at assessing and monitoring sanitation service delivery across rural India. The initiative was launched on September 15, 2026, by Union Minister for Jal Shakti C. R. Patil during a virtual meeting with States and Union Territories.

🟡 Annual Digital Assessment at Gram Panchayat Level

Developed by the Department of Drinking Water and Sanitation under Swachh Bharat Mission (Grameen) 2.0, Swachh Seva Aankalan will provide an annual, Gram Panchayat-level digital self-assessment of rural sanitation services.

The framework will involve Gram Panchayats, Gram Sabhas, Village Water and Sanitation Committees (VWSCs), and district and State/UT authorities, creating a multi-level mechanism for reviewing sanitation services at the grassroots.

🟡 Cleanliness, ODF Status and Waste Management Under Review

Under SSA, Gram Panchayats declared ODF Plus (Model) will assess the sustainability of their ODF status, visual cleanliness and Solid and Liquid Waste Management (SLWM) systems.

The assessment will also cover whether sanitation and community waste-management assets are functioning properly and whether their operation and maintenance are being carried out effectively.

🟡 Gram Sabha to Validate Findings

An important feature of the new system is the involvement of the Gram Sabha. Findings generated through the self-assessment will be discussed and validated at the village level before being made available for review by district and State/UT authorities.

The government expects the process to help identify gaps in sanitation service delivery and facilitate the preparation of improvement plans and corrective measures at the grassroots level.

🟡 Greater Role for Local Bodies

The initiative also seeks to give Gram Panchayats and Gram Sabhas a greater role in reviewing their sanitation performance and identifying areas requiring improvement. The framework is designed in the spirit of the 73rd Constitutional Amendment, which strengthened the role of Panchayati Raj institutions in local governance.

🟡 Linked With Swachhata Hi Seva 2026

The launch comes ahead of Swachhata Hi Seva 2026, the nationwide cleanliness campaign beginning September 17. The government has said that the findings and outcomes of Swachh Seva Aankalan will also be discussed during Special Gram Sabhas on October 2, 2026, observed as Swachh Bharat Diwas.

With digital self-assessment, community-level validation and higher-level review brought together, the new framework is intended to shift rural sanitation monitoring towards a more structured and participatory system, while helping local bodies identify gaps and undertake corrective action.
